Advisor

Mr. Horil Dev Rajak is an Advisor at the Centre for Economy, Trade and Innovation, AIGGPA, Government of Madhya Pradesh, with experience in public policy research, program evaluation, and evidence-based decision support. He holds a Post Graduate Diploma in Forest Management from the Indian Institute of Forest Management, Bhopal, with a specialization in Conservation and Livelihood, and a bachelor’s degree in Computer Science Engineering.

His work as a policy researcher focuses on scalable, data-driven, and technology-led solutions for government policy in areas viz., SDGs, social inclusion, gender studies, natural resource management, and digital governance. He specializes in socio-economic impact evaluation, cost-benefit analyses, performance frameworks designs, and evidence-based research. He works at the intersection of research, analytics, technology, and policy-making.

He has co-authored various publications viz., Madhya Pradesh Economic Survey and the Madhya Pradesh Sushasan & Development Report and has worked in the Madhya Pradesh Statistical Commission and various committees on SDG localization, and strengthening statistical systems.

He has grassroot development research experience as the Chief Minister’s Research Fellow in Madhya Pradesh and has previously worked in the area of priority-sector lending.
